In New York state, where solar PV grant and funding programs are occurring, there are no municipal entities that are eligible for the state grants. This makes sense to me because municipalities have a tax base for other services and should not be investing in solar PV. That funding should go to the private sector, not another branch of the gov't. The same should apply to Universities and Colleges; these institutions are massively over-funded and we should not be giving them more money and in particular, more money that has nothing to do with education. Instead, let the money go to the private sector who will develop and own these projects.
