This is the kind of policy that will facilitate unnecessary negative consequences for future development that is responsive to citizens'/provinces'/countries' needs. This is because it lends itself to 'misuse/misinterpretation'. There should not be policy which encourages/facilitates a government to be inconsistent with its own statements(e.g. provincial policy statements). This indicates a need for policy development/improvement elsewhere.
