You are pushing the stick method. Try framing it as a carrot. Stress not a penalty but a reward for cooperation.

Add 50 dollars or more if necessary to every tag/licence and make it refundable when hunt report is received. Could be refundable or carry forward as a credit. Think deposit on beer cans.

Non reporters would lose their deposit and the next deposit would be increased (say doubled)

Make reporting unbelievably simple and easy to do online. Have Service Ontario people help the non computer people with reporting and have mail in reporting.
