Who will pay for the impact of climate change if we are not seeking those who polute to pay through cap and trade. The offsets provided by the program will dry up if there is no incentive to change.

If you felt the programs were not working, fix them! Cancelling them without a replacement solution increases the impact to the environment more than if you just left it alone.
