I read the Auditor's report, and it clearly states:
The Drive Clean program has implemented effective
procedures to ensure that vehicles that should
be tested are getting tested, and that vehicles
whose emissions systems have deteriorated to the
point where their emissions exceed the province’s
limits are being identified for repair.
the Drive Clean Program has been
responsible for reducing smog-causing vehicle
emissions by about 36% annually
So - not sure how it's been decided that the 'value" of testing non-heavy-duty vehicles is not worthwhile.
Also, how can on-road enforcement be effective for light duty vehicles? Unless the exhaust is spewing huge clouds of smoke how can this be enforced effectively just through on-road visual review? I suspect this enforcement method will not result in effective pollution reduction.
