Carbon pricing should still be part of Ontario's Climate Plan. Until it is improved on, the Federal Backstop will do for now, so don't fight it. Let the feds recycle the revenue to all legal citizens, regardless of age. Credits to underage children into trust accounts until they are 18. If you want to do something better, consider Carbon Fee and Dividend as advocated by Citizens Climate Lobby. The first difference is that domestic industry should be protected more fully by Border Adjustments, not Output Based Pricing which is just a give-away to Big Business. The next difference is the price should keep rising beyond 2022 until there are no more GHG emissions from using fossil fuels. This would be an effective carbon pricing policy which achieves reduction targets, protects competitiveness of local industry and offsets the cost to citizens through dividends. (See recent report on this by Canadians for Clean Prosperity "Carbon Dividends would benefit Canadian Families"). That would outflank the Liberals, if they don't think of it first, which they will, it they are smart.
