The existing plan should be maintained. This land has been set aside for a reason, and the land held in trust for the future. Proposals to change the land use should be justified, not just to the current population, but the future generations as well.

In the same way that our current cities suffer from poor planning in the past (sprawl and poor transit), future generations won't appreciate us wasting that land now.
