It is my opinion that the Upper Tiers that are proposed to have no planning responsibilities as per Bill 23 continue to be responsible for matters that cross municipal boundaries. In addition, Upper Tier plans in general should really only be strategic in nature leaving it up to the locals for implementation. This means upper tiers should no longer be designating employment lands and establishing MTSA boundaries for example. Please see attached submission for details.
