I think this proposal should not go through. The greenbelt needs to be protected not just for environmental reasons but economically this will lead to further flash flooding and damage peoples homes. This in turn will cause economic burdens on insurance companies and ultimately the government.

The farms in the area will also see more runoff as the amount of water no longer being absorbed by the local fauna will cause harsher conditions and depletion of topsoil. In turn we will see either more need for topsoil and fertilizer use and/or lower crop yields and thus more subsidies for farmers.

Rather we need to intensify current housing areas and encourage people to move to less densely populated areas by upgrading infrastructure for remote working conditions, similar to what we saw with Ontarians leaving the province when able to do remote work.
