Schedule 3 of Bill 23 will have a long term negative impact to residents. There is no guarantee that reducing development charges imposed on the developers will reduce costs to home buyers. It's very unlikely the developers will pass all the savings to the home buyers.
The reduced development charges collected by the municipalities are necessary to construct supporting infrastructures for these developments (i.e. watermains, sanitary and storm sewers, road, etc.). If development charges are removed, the municipalities will likely increase taxes to compensate for the deficit. As a result, the tax payers will need to pay more taxes to benefit developers.
Another situation is the developers might build the infrastructure for the municipalities. There will be concerns with the quality of the construction as the private sector prioritizes profit over public safety and financial best interests. This will also result in long term issues with the quality of construction and increasing future maintenance costs.
Overall, Bill 23 will benefit the developers, while providing minimal to no benefit to home buyers, and depriving financial support to the municipalities.
