There will be concerns with the quality of the construction as the private sector prioritizes profit over public safety and financial best interests. This will also result in long term issues with the quality of construction and increasing future maintenance costs.

Overall, Bill 23 will benefit the developers, while providing minimal to no benefit to home buyers, and depriving financial support to the municipalities.
