While I agree that the Drive Clean program may have reached its maximum effectiveness in its current set up, more needs to be done to ensure it wasn't all for naught. How are you prepared to ensure cars continue to reduce emissions? Also, I think its important to have phase two planned in advance of killing off a beneficial program. This is not the right way to start and end programs. Shoot first, ask questions later. Not ok.
