I'd like to express my disappointment and outrage with Bill 23. Under the guise of 'needing more homes', Bill 23 tears apart planning policies and procedures that are democratic and environmentally sound.
Where's the Democracy?
The People's right to appeal planning decisions (e.g., Official Plans, zoning by-laws, minor variances) is revoked. Community members and groups are no longer able to participate in or challenge development decisions affecting their neighbourhoods or local farmland and natural areas.
The Minister has the power to override municipal planning decisions (e.g., amend municipal Official Plans) and impose development.
Planning policies were developed to take agriculture, climate change, natural heritage corridors for plants and animals, protection of significant wetlands into consideration. Bill 23 only takes rich developers getting richer into consideration at the expense of years of thoughtful, strategic land management and planning.
Bill 23 will 'replace' the Greenbelt lands by offsetting. To date, studies have shown that this process is unsuccessful.
Get rid of Bill 23.
