Requesting modification of Waterloo ROPA 6 to include certain lands (measuring approximately 20 hectares in size) in the community of St. Jacobs (Woolwich Township) in settlement area as community area. The Region's Official Plan Amendment does not conform with the Growth Plan requirements and the Provincial Land Needs Assessment Methodology, by failing to provide a market-based supply and mix of housing types, to the extent possible, to meet the needs of current and future residents. In particular, based upon the Region's own analysis, a Growth Plan conformity option yields a requirement for 2208 hectares of new community area, while Waterloo ROPA 6 only provides for 150 hectares. A similar deficiency applies to Woolwich Township, where 416 hectares of new community area are required, but only 52 hectares are provided. Part of that shortfall of needed community area can be made up by including the 20 hectare subject lands in St. Jacobs as community area.
