Several conditions of this proposed development indicate that this is a larger undertaking than a typical sand and gravel aggregate pit; 1,000,000 tonnes per year, 24-hr/day operation, with a development footprint / licence area of 69.5 hectares.
For these reasons, MECP should be looking at this permitting process through the Individual Environmental Assessment process, rather than the ARA licensing process. The ARA process does not call for review of cumulative impacts, or other broad socio-economic impacts.
