I think it is important that this change be allowed. In addition, I do not understand the logic behind this being a time limited opportunity. There should be a permanent amendment, allowing licensing of dog training facilities and trialing areas to continue every year the same as selling or transferring any business as an ongoing concern.
I don't understand why this moratorium was implemented in the first place.
