This is the most disgusting and cruelest thing ever. No wonder this country is so nasty. You are helping breed serial killers. I'm sorry but dogs are not bred to do this. They only do what they are taught. It should not be allowed PERIOD!! The sickos doing it on their own property need to be locked up. I cant believe this government condones this behaviour but then again they let murderers roam the streets...SICK SICK SICK individuals!!!
