While I agree that a full analysis of future electricity demands need to be completed by the IESO. I take issue with the very simplistic statement that there is excess generation in Ontario. The grid is a complicated series of networks and at times some of these interconnected networks at any given time can be in either deficit or surplus when it comes to power generation. The IESO needs to have the authority to do a full overview including regional variances to our grid. While I agree that proper due diligence is required for selecting a site that generates electrical power these requirements shouldn't single out renewable energy and all projects need to be held to the same standard.
Currently today for Micro generation the local distribution company (LDC) already does a local capacity assessment before granting a contract and these rules and analysis should be left to the LDC.
New projects for energy should be open for competitive bids by all parties with additional preference given to those that produce sustainable energy.
