As an industrial owner, this proposal shows that the Ministry is removing its responsibility to regulate this industry but increase the burden of industrial owners. The industry is relying on the Ministry's review and approval to assure that the Consultant hired by owners have the works done properly. With this EASR, the owners will have to pay more if we want a third party to review the consultant's design. If we don't hire a third party to review the design, how do we know if the consultant's design is good? If the incorrectly designed stormwater management works get installed, will the Owner be punished when Ministry inspector discovers it?
