Approval is granted to amend the existing Environmental Compliance Approval (ECA) number A2106622 for the use and operation of a waste disposal site (waste transfer/processing) to include acceptance of blue box recycling materials. The new ECA number is number A-500-6293724509 version 1.0, dated November 25, 2024.

The amended ECA includes the receipt of blue box recycling material, increasing the daily allowable tonnage of solid non-hazardous waste (including blue box recycling material) to 600 MT and updating the operating hours to 24 hours per day Monday to Saturday. However, maximum waste stored on-site will remain the same, i.e. 500 tonnes of recyclables on-site at any one time.

For liquid non-hazardous and subject industrial waste there will be no change to daily maximum receipt of forty 13,000-litres trucks or total of 520,000 litres of waste. The maximum storage capacity for liquid waste will be 720,00 litres in 9 outdoor above ground storage tanks and 100,000 kilograms of sludge on two indoor sludge pads (or 6 roll off bins).

If you’re an Ontario resident, you can start the process to appeal this instrument decision.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.

If the appellate body grants leave, the appeal itself will follow.

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

  1. prepare your application
  2. provide notice to the minister
  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

  1. A document that includes:

    • a statement about whether you are a resident in Ontario
    • your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

3. Mail your application

You’ll need to mail your application that you prepared in step #1 to each of these three parties:

This proposal is for an amendment to Environmental Compliance Approval (ECA) No. A2106622 for GFL Environmental Inc., for the use and operation of a waste transfer/processing site. The waste transfer/processing facility is approximately 3,000 square metres in area located on the GFL site that is approximately 1.5 hectares in size.

The proposal is to amend the existing ECA to include blue box recycling material, to increase the daily allowable tonnage of solid non-hazardous waste (including blue box recycling material) to 600 tonnes and to update operating hours to 24 hours per day, Monday to Saturday.

The facility will receive solid non-hazardous waste up to a maximum of 600 tonnes per day, and will store up to 500 tonnes of recyclables on site at any one time. The maximum annual receipt rate for the transfer station will be 105,00 tonnes. For liquid non-hazardous and subject industrial waste there will be no change to daily maximum receipt of forty 13,000-litres trucks, or total of 520,000 litres of waste. The maximum storage capacity for liquid waste will be 720,000 litres in 9 outdoor above ground storage tanks and 100,000 kilograms of sludge on two indoor sludge pads (or 6 roll off bins).

The facility consists of scaling/receiving area, tipping floor, product storage area and storage bunkers, and an administrative facility. The facility will serve as a regional facility with primary service area being the City of Toronto, but will be able to receive waste from within the province of Ontario.

The hours of operation for the facility are 24 hours per day, Monday to Saturday. Truck traffic entering the site is controlled through the scale house attendant.

The facility is capable of receiving and transferring solid non-hazardous waste (including blue box recyclable material), solid and liquid subject wastes limited to following waste classes 111, 112, 113, 114, 121, 122, 123, 131, 132, 133, 145, 146, 149, 150, 211, 212, 213, 221, 222, 231, 232, 233, 251, 252, 253 and 254; aqueous waste with characteristics L,C,T and waste electrical and electronic equipment for temporary storage.

All waste entering the site will be inspected by trained personnel to ensure that the waste is approved as per our ECA. Any unacceptable waste will be refused.
