This proposal is for an amendment and renewal to the Limited Operational Flexibility for Environmental Compliance Approval (air & noise) No. 4451-AH9ML8 for Oxy Vinyls Canada Co., a producer of polyvinyl chloride (PVC) resin, located in the City of Niagara Falls, Ontario.
The emission sources from the manufacturing and associated processes that discharge to the air include:
- scrubbers
- storage silos
- blowers
- vacuum cleaning systems
- fume hoods
- cooling towers, and
- a cogeneration system
The amendment includes:
- increasing the annual polyvinyl chloride (PVC) production capacity to 318,596,809 kilograms per year, and
- the installation of two additional air-cooled condenser units
Emissions to the air from this facility include:
- vinyl chloride
- particulate matter
- carbon dioxide
- benzene
- nitrogen oxides
The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
