Clause 5.5.1 of the Liquid Fuels Handling Code (LFHC) 2017 requires tanks to be installed five metres from a lake.
Reach Harbour Marina is not currently operating because the “on-season” starts in May. The two tanks have been shut down since the end of the 2019 season, in accordance with LFHC clause 2.4.1.1 for temporary disuse.
In addition, marinas are not an essential service under the Government’s COVID-19 safety directives. Projecting a loss of revenue for 2020, due to the current COVID-19 conditions, Reach Harbour Marina is not in the financial position to remove the tanks right now.
To support its request to continue using the tanks, Reach Harbour Marina will obtain a quote to remove the tanks and forward it to the Technical Standards and Safety Authority (TSSA) Fuels Safety Program during the off-season of 2020. Note that this will only be possible once the Government’s COVID-19 safety directives for non-essential businesses have been lifted.
Reach Harbour intends to have the tanks removed during the off-season of 2021, provided COVID-19 safety directives for non-essential businesses have been lifted.
In the interim, the Reach Harbour Marina will continue to monitor the tanks for leaks, in accordance with LFHC code 5.5.1, which states the for requirement for “daily monitoring during use, as well as precision leak test every two years, and Cathodic Protection test every two years.”
