On September 13, 2024, the Minister of Municipal Affairs and Housing filed a Minister's Zoning Order, made pursuant to clause 47(1)(A) of the Planning Act, with the Registrar of Regulations as Ontario Regulation 357/24 in the City of Brampton. The City of Brampton requested that the Minister consider making the Zoning Order.

Decision details

A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of the land and the erection, location and use of any building or structure on the land. The Minister's Zoning Order was made based on a request from the City of Brampton.

Ontario Regulation 357/24 will facilitate development of a mixed-use community with approximately 1,277 residential units (including student housing), and a gross floor area (GFA) of 97,131 square metres, which would include the following:

  • Three 8 – 35 storey buildings with commercial, institutional, and residential uses,
  • Two mid-rise apartment buildings,
  • A public park,
  • A private street connecting Steeles Avenue West to McLaughlin Road, and
  • A privately- owned publicly accessible space.

Ontario Regulation 357/24 applies to approximately 1.93 hectares of land at 545 Steeles Avenue West, City of Brampton. See Location Map below.

Pursuant to the subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed this zoning order to be a by-law passed by the council of the City of Brampton.

Effects of consultation

All comments received were taken into consideration prior to a decision being made.

Through the consultation, some members of the public expressed support for the redevelopment, while others expressed concerns regarding the height and density of the proposed development and impacts on the surrounding neighbourhood, including local infrastructure and services.

The Ministry of Municipal Affairs and Housing is consulting on certain municipal-endorsed requests for Minister’s Zoning Orders.

A Minister’s Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.

The Ministry is in receipt of a request for a Minister’s Zoning Order to facilitate a mixed-use community, including student housing, in the City of Brampton. If made, the Minister’s Zoning Order would apply to 1.9 hectares 545 Steeles Avenue West in the City of Brampton.

To help ensure decisions are made in a transparent manner and support government priorities, the Ministry is seeking feedback on whether this request should be considered and any additional information that may help inform a decision.
