Decision details
A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of the land and the erection, location and use of any building or structure on the land. The Minister's Zoning Order was made based on a request from the Town of Newmarket.
O. Reg. 298/24 facilitates Blue Door Support Services’ supportive housing development, which comprises a 14-unit stacked townhouse development.
O. Reg. 298/24 applies to approximately 0.16 hectares of land at 835 Gorham Street in the Town of Newmarket. See Location Map below.
Pursuant to the subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed O. Reg. 298/24 to be a by-law passed by the council of the Town of Newmarket.
Effects of consultation
All comments received were taken into consideration prior to a decision being made.
The one submission received by the Ministry was from the proponent of the zoning order which provided additional information about the project and Subject Lands expected from the zoning order framework.

The Ministry of Municipal Affairs and Housing is consulting on certain municipal-endorsed requests for Minister’s Zoning Orders.
A Minister’s Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.
The Ministry is in receipt of a request for a Minister’s Zoning Order to facilitate a supportive housing development in the Town of Newmarket. If made, the Minister’s Zoning Order would apply to 0.16 hectares at 835 Gorham Street in the Town of Newmarket.
To help ensure decisions are made in a transparent manner and support government priorities, the Ministry is seeking feedback on whether this request should be considered and any additional information that may help inform a decision.
