Bulletin summary

We amended the Renewable Energy Approval for the Nation Rise Wind Farm for minor project changes including the addition of a collection route within the already permitted project area, an additional access road to the central laydown area, and an additional disturbance area at one of the turbine locations.

Why consultation isn't required

This notice informs you of the amendment to the renewable energy approval and your right to require a hearing in respect of this decision.

We consider this a minor amendment and do not expect it to have any significant impact on the environment. Therefore, public consultation is not required.

Bulletin details

We amended renewable energy approval number 0871-AV3TFM for the following changes:

  • the addition of a collection route within the currently permitted area of the temporary access road between Concession Road 10-11 and Concession Road 11-12 in the Township of North Stormont
  • the addition of another access road to the central laydown yard
  • the addition of another construction disturbance area at turbine 58 (T58) to increase the laydown and turnaround area around the turbine location
  • confirmation that no blasting will be implemented during project construction
  • confirmation that no H piles (i.e., steel piles having an h-shaped cross section) or pile driving will be employed for foundations installation
  • inclusion of additional mitigation measures related to blade icing during operation

The Ministry of Natural Resources and Forestry and the Ministry of Tourism, Culture and Sport confirmed that their previous comments remain the same.

This Class 4 wind facility, known as the Nation Rise Wind Farm, is located within an area generally bounded by the Municipality of The Nation and Township of Russell to the north, Courville Road and MacMillan Road to the east, Township of South Stormont to the south, and the Township of North Dundas to the west, in the United Counties of Stormont, Dundas and Glengarry.

Any resident of Ontario may require a hearing by the Environmental Review Tribunal (ERT) within 15 days after the date this decision was loaded to the Environmental Registry by written notice served upon all of the following:

An applicant for a hearing shall state in the notice requiring the hearing, (a) a description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause, (i) serious harm to human health, or (ii) serious and irreversible harm to plant life, animal life or the natural environment; (b) the portion of the renewable energy approval in respect of which the hearing is required; and (c) the relief sought.
