Bulletin summary

We have approved a new Environmental Compliance Approval No. 6877-BQU2LQ to Lanark Lifestyles Ltd. for the establishment of sewage works for the proposed two senior's retirement and apartment buildings, and mixed use residential/commercial retail buildings, located at 240 Gore Street East in the Town of Perth.

Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempted all proposals for policies, acts, regulations and instruments from posting requirements under the EBR.

Ontario Regulation 115/20 was revoked on June 15, 2020, however, we are posting this decision as a bulletin as because the proposal was posted on April 2, 2020 while Ontario Regulation 115/20 was in effect.

Although consultation was not required, the ministry did consult with the public on this proposal by posting ERO# 019-1581 for public comment from April 2, 2020 - May 17, 2020. To ensure transparency, the ministry is providing details of its decision and the effects of consultation on decision-making in this notice.

Instrument decision details

Sanitary sewer and storm sewer are proposed for the development, and stormwater management works was designed to provide Enhanced Level water quality control and to attenuate post-development peak flows to 5-year pre-development flows for all storm events up to and including the 100-year storm event, discharging to the existing roadside ditch on South Street (for drainage from the north) and to the existing roadside ditch on Rideau Ferry Road (for drainage from the south), ultimately into the Tay River, consisting of the following:

  • one oil & grit separator (Hydro First Defense® Model FD-6HC or Equivalent) serving the drainage from the south (1.21 ha)
  • one oil & grit separator (Hydro First Defense® Model FD-4HC or Equivalent) serving the drainage from the north (1.0 ha)
  • quantity control with surface ponding and inlet control devices
