Stop wasting time. Get on this right away. Use techniques in place in other jurisdictions now. The longer you take, the more likely it is that a population gets established then, look out! Good luck fixing the problem then.
To control the wild pigs, how about open season for bow-hunters. No hunting tags required and with bow-hunters you don't have to worry about ricochets or "behind your target" damage / injuries.
I'm not sure if wild pigs are good eats, but I'm willing to send a few bolts to find out.
Due to the nature of this species the best approach would be twofold. First coordinate sightings of live animals and track/run information through ministry, local(municipal) governments and citizens (particularly hunters and farmers) in order to keep track of and estimate numbers.

One of the ways to controll these pigs, is to have an open season anytime of the year, with no limit.
I personally do not hunt, nor am I a gun owner. However I have seen the damage these pigs cause and incredible speed the multiply.
Texas alone spend upwards of 4 million dollars a year controlling wild hogs and U.S crop losses exceed 1.5 billion annually from an estimated 9 million federal swine spread over 39 States. . Hunting alone won't be enough to stop this invasion but it would be a good place to start.

Open up hunting of wild pigs to hunters with tags and hunting seasons. You would have a ridiculous amount of interest and a new potential source of revenue.

Get the May 1st OiC Firearms Ban reversed, or abolished completely and allow hunters to use their extremely effective and accurate Semi-auto rifles for solo hunting and group hunting to help stifle the migration of these extremely invasive species.

Shoot the pigs. Its not complicated. Don't turn this into something that costs the tax payers billions like every other misguided government project. Farmers can have this problem solved easily with no cost.
Open season hunting year with small cash bounty ( $50 ) per proof of pig/ boar. Unlimited 10$ tag application as long as the previous tag was fulfilled. No limits.
