Decision details
A decision was made on August 15th, 2025 to approve with 3 modifications, the City of Toronto Official Plan Amendment 540 adopted in accordance with section 26 of the Planning Act by By-law 844-2022. Notice of this decision was issued on August 15th, 2025 to the City of Toronto.
The adopted Official Plan Amendment 540 was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act.
Official Plan Amendment 540 implements the policies of the Provincial Planning Statement, 2024 and meets the protected major transit station area requirements of the Planning Act. It delineates and plans for twenty-three (23) protected major transit station areas.
3 modifications have been made by the Minister to provide overarching policies for all transit station areas across the City of Toronto, including policies that align with Provincial and City of Toronto goals to increase densities around transit stations.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the City of Toronto Official Plan Amendment 540, as modified and approved by the Minister, came into effect on August 15th, 2025.
Effects of consultation
Public comments received by the Ministry were predominantly focused on minimum density requirements and station delineations in Official Plan Amendment 540.
All comments reviewed were taken into consideration, prior to a decision being made.

On July 22, 2022, the City of Toronto adopted Official Plan Amendment 540 pursuant to section 17 of the Planning Act by By-law 844-2022. Official Plan Amendment 540 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
Official Plan Amendment 540 seeks to establish twenty-three Protected Major Transit Station Areas in accordance with Section 16(16) of the Planning Act and in conformity with A Place to Grow: The Growth Plan for the Greater Golden Horseshoe.
