RE: Bill 23, More Homes Built Faster Act, 2022
I am a retired ecologist with a doctorate in biology. I would like to comment on the shortsightedness of reducing the role of Conservation Authorities in planning for development in Ontario.

Only helps developers, tipped off by Ford.. taxpayers will pay for the infrastructure.. Shady at least, corrupt and possibly illegal.
Development of brown fields should be considered.
Low income housing should be a priority NOT an afterthought.

The Greenbelt is a very important space for all Ontarians. If the Greenbelt is disrupted due to development, there will be irreparable harm to the ecosystems and the wildlife that live there. We will never be able to get those ecosystems in the habitat for sensitive organisms back.

1. Changes should not be made, which supersede local planning, unless there has been thorough consultation with local planners, and those changes are consistent with the context of the residential area in question.

I am very much opposed to section 019-6163 of bill 23 since it allows development to take place in protected areas of Ontario and places a greater burden on taxpayers instead of the developers who are profiting from the destruction of these valuable lands.
Apparently there is an abundance of unused land within the City of Toronto and GTA that should be developed for affordable housing. Immigrants to this country need to live close to sources of employment. Whether renting or buying, prices need to come down.

Removing the planning policy and approval responsibilities from certain upper-tier municipalities (regions of Durham, Halton, Niagara, Peel, Simcoe, Waterloo, York) is not acceptable! Wow! What kind of dictatorship has this government become!

It is vital to maintain and seek the input of Conservation Authorities. Diminishing their role is done at our collective peril. CA staff has specific expertise and knowledge which urban planning staff don't have. Their input in planning is vital. It is not "red tape" or "a barrier."

We have to look at other considerations before just building homes faster. We NEED our agriculture and green spaces for survival - that is looking long term.
Given that there are issues of transparency being looked into by the Integrity Commissioner, please delay the implementation of this More Homes Built Faster Act, until after a report is delivered.

This proposed legislation is absurd and and will take Ontario back to the dark ages in terms of planning decisions and process. It takes away most of the current checks and balances and removes municipally elected officials from having influence in their own communities.
