A decision was made to approve a site-specific amendment to the Minister's Zoning Order, filed as Ontario Regulation 102/72, to permit a new single dwelling and an accessory basement unit in the Hamlet of Greenwood in the City of Pickering.
The approved amendment is filed as Ontario Regulation 215/25.
Decision details
The lands subject to this amendment are municipally known as 2440 Concession Road 6 in the City of Pickering and located on the north side of Concession Road 6, west of Westney Road North in the City of Pickering. The lands are legally described as Part of Lot 11, Concession 6.
The subject lands are identified within the Minister's Zoning Order, filed as Ontario Regulation 102/72, which was enacted in 1972 to protect lands for a future Pickering Airport. The Zoning Order generally only permits low impact land uses including agricultural uses, and accessory buildings, and structures that will be used to support the primary agricultural operations.
The effect of the amendment is to permit a new single-detached dwelling and an accessory basement unit. The purpose of the amendment is to allow for a residential use that is not associated with an agricultural operation.

Section 47(8) of the Planning Act allows the Minister of Municipal Affairs and Housing to amend or revoke a Minister’s Zoning Order.
Effects of consultation
The Ministry received one submission through the Environmental Registry of Ontario, which has been reviewed by the Ministry and determined to be irrelevant.

Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.
Proposal details
Take notice that the Ministry of Municipal Affairs and Housing received a privately initiated application requesting an amendment to the Minister’s Zoning Order, filed as Ontario Regulation 102/72, for lands municipally known as 2440 Concession Road 6 in the City of Pickering, Durham Region (“the subject lands”). The subject lands are legally described as Part of Lot 11, Concession 6. The subject lands are currently occupied by a single-detached dwelling which is proposed to be demolished.
The application proposes to permit a single-detached dwelling with an accessory basement unit on the subject lands. The purpose of the amendment is to facilitate more than one dwelling on one lot and establish the associated development standards.

The Minister’s Zoning Order, filed as Ontario Regulation 102/72 under the Planning Act, was made in 1972 to protect lands in proximity to a potential future Pickering airport. The Minister’s Zoning Order generally restricts land uses to agricultural uses and accessory uses, including a single dwelling used in connection with an agricultural operation. The Minister’s Zoning Order only permits one single dwelling on any one lot. Section 47(8) of the Planning Act allows the Minister to amend or revoke the Minister’s Zoning Order.
