Decision summary

We have approved the management policies written for Uxbridge Urban Provincial Park. The approved Uxbridge Urban Provincial Park Management Plan will protect nature and biodiversity, while also allowing for ecologically sustainable outdoor recreation to occur.

Decision details

Following a thorough review of feedback on the Uxbridge Urban Provincial Park Preliminary Management Plan, we have approved the proposed policies. The park will now operate under the guidance of the finalized management plan.

This management plan provides site-specific policy direction to strengthen the long-term protection of biodiversity and important habitat for certain species, while providing opportunities for the public to enjoy the area’s natural beauty.

In general, many of the policies in the final management plan are the same as presented in the preliminary management plan. As a result of comments, edits were made to include more detail or clearer wording. No significant policy changes resulted from these edits.

One policy change regarding equestrian use and manure management has been made. Instead of requiring the use of manure bags, the policy now requires manure management without specifying a particular method. Equestrians are free to manage their horse manure as they see fit, provided it does not remain in the park, in accordance with Provincial Parks and Conservation Reserves Act, 2006 Ontario Regulation 347/07, section six.

Effects of consultation

We received 104 comments on the preliminary management plan from the public and stakeholder groups. In addition to written public and stakeholder comments, four Indigenous communities submitted comments on the proposal.

As a result of consultation with the public and stakeholder groups, a few small changes were made to the policies presented in the preliminary management plan. The comments submitted by Indigenous communities did not result in any changes to policy.

Degree of support for proposed policies

Overall, 42% of comments were supportive or partially supportive of the policies presented in the preliminary management plan.

Partially opposed comments (31%) pertained specifically to equestrian related policies: not all trails being available for equestrian use, and the requirement that horses be equipped with manure bags while in the park.

One comment (one %) opposed the preliminary management plan.

The remaining 25% of comments were either out of scope/off topic, the opinion was unclear, or no opinion was expressed. Comments in some cases asked questions, made comments regarding the municipality, requested operational restrictions, or were made in error.

Summary of the comments and associated responses

A variety of comments were submitted during the consultation period. The most common themes are presented below.

Trail Use and Management

Comments submitted regarding trail use and management included comments regarding specific types of uses (e.g., mountain bike, equestrian), support for excluding motorized use, support for designating trails as multi- or single-use, and future arrangements with partnership groups to assist with trail management.

  • many of the comments included topics that were already addressed by trail use and management policies in the management plan. No significant changes were made to the management plan as a result; ecological integrity remains the top priority and Ontario Parks will manage ecologically sustainable recreational uses and trails at Uxbridge Urban Provincial Park with ecological integrity in mind

Ecology Related

Comments submitted relating to ecology included comments on the need to prioritize protection and maintenance of ecological integrity, the importance of managing certain species and invasive species, importance of ecological linkages and plantation management, and the need to remove the extractive commercial operations from the park.

  • many of the comments included topics that were already addressed by ecology related policies in the management plan. No significant changes made to ecology related wording. As a result of comments, additional detail was added to some policies (e.g., plantation management, domestic animal waste management)

Use of Manure Bags by Equestrians

Comments were submitted in opposition to the proposed policy that horses be equipped with a manure bag. Respondents indicated that the manure bags were a hindrance to animal movement and protection (i.e., from bugs), and that riders and horses could be injured because of their use. Comments also indicated that manure was a helpful addition to natural spaces due to fertilizing qualities.

  • in addition to preventing manure being left on-trail, the proposed manure management policies were primarily in support of maintaining ecological integrity within the park lands (e.g., minimizing the spread of invasive species). Changes to policy were made regarding how equestrians manage manure produced by their horses. Equestrians may manage their horse manure as they decide, as long as the manure does not remain in the park as per Provincial Parks and Conservation Reserves Act, 2006 Ontario Regulation 347/07, section six

Involvement of Indigenous Peoples

Comments were submitted regarding promoting Indigenous heritage within the park (both pre- and post- settlement by Europeans), fully engaging Indigenous communities in planning and management of the park, involvement of Indigenous communities during any population management projects, and ensuring that respectful consultation takes place.

  • no changes were made to the proposed policies as a result of comments made. Ontario Parks respects Aboriginal and treaty rights recognized and affirmed by section 35 of Canada’s Constitution Act, 1982, and is committed to meeting its constitutional obligations in respect of Indigenous peoples. Policies were drafted given this consideration. An engagement summary is included in the final management plan, which outlines degree of support expressed by communities as well as their general interests. Indigenous consultation will be ongoing now that the park management planning process has concluded, as park operations are initiated as well as during any future proposals to expand the park boundary

Bicycle Related

Comments were submitted in support of mountain biking, as well as relating to e-bike classification (i.e., which classification will be permitted within the park) and how they are used.

  • no changes were made to the proposed policies as a result of comments made. Mountain biking is a popular recreational activity in the area and if trails remain in good condition (e.g., no or minimal erosion), the use will be permitted within Uxbridge Urban Provincial Park. E-bikes will be permitted

Less popular comment topics included support for no hunting, impact to adjacent landowners, washroom and parking facilities, and fees for accessing the park.

Small editorial changes and clarifications were made to several policies throughout the management plan, however no fundamental change to policies resulted from these changes.

Proposal details

Following the establishment of Uxbridge Urban Provincial Park on July 1, 2024, we have prepared a preliminary park management plan that outlines the policies we are proposing to guide the park’s long-term protection, development and management.

Ensuring that Uxbridge Urban Provincial Park has a management plan that includes necessary direction to protect nature and biodiversity is part of the government’s ongoing work to manage provincial parks and conservation reserves effectively, and to help provide more opportunities for Ontarians to get outside and enjoy nature.

Park Location and General Information

Uxbridge Urban Provincial Park is a 532-hectare (1,350-acre) operating, recreational class park, located in the Township of Uxbridge, 25 kilometers east of Newmarket and 50 kilometres northeast of Toronto. The park is located on the Oak Ridges Moraine and protects provincially important habitats and areas of high cultural heritage value. The park is also located in an area of high recreational use.

Uxbridge Urban Provincial Park is located within the areas of the Williams Treaties (1923) and the Gunshot Treaty (Johnson-Butler Purchase) of 1787-1788.

Uxbridge Urban Provincial Park Preliminary Management Plan

Uxbridge Urban Provincial Park was established on July 1, 2024. We have prepared a preliminary management plan that presents proposed policies to guide the park’s long-term development, protection, and management.

The Provincial Parks and Conservation Reserves Act, 2006 requires the preparation of a management plan for any new protected area.

Indigenous communities, stakeholders and members of the public are invited to share their thoughts on the proposed policies for the park.

Stage one of the management planning process (previously released bulletin – see ERO 019-8727)

From June 13 to July 28, 2024, we invited you to review and provide feedback on the park background information document that would inform the development of the new management plan.

We received 15 comments through email, mail or phone. We also received almost 63 submissions through the comment card.

Overall, we heard that the information we collected was reflective of the park. A low number of respondents suggested further research on recreation, ecology and cultural history, although no specific sources were recommended.

Although not considered in scope for the background information document consultation period, we did continue to hear that that there is support for:

  • Accessible trails
  • Improved access via adjacent trails and public transportation
  • Permitting access to non-motorized users only
  • Providing educational on ecology and cultural history

These themes were first communicated in responses to the Exploring the creation of urban provincial parks survey, conducted in summer 2023.

In-scope comments were considered when preparing the preliminary management plan for review.

Stage two of the management planning process (current stage)

We are now seeking your review and comment on the preliminary management plan for Uxbridge Urban Provincial Park.

The preliminary management plan presents draft policy direction for the protection, development and management of the park, and includes:

  • a guiding vision and objectives
  • zoning policies
  • resource management policies
  • recreation management policies
  • operation and development policies

As we enter this stage of consultation, your input on the preliminary management plan is important in refining our park planning efforts. Ontario Parks envisions a future that adapts to the evolving needs of our community. With a firm commitment to inclusivity, the park will cater to changing demographics, diverse visitor dynamics, and the growing demand for nearby outdoor experiences.

Our final management plan will be refined to incorporate your input and new information as it becomes available.

There are no direct compliance costs or benefits to regulated stakeholders.

Opportunity to provide feedback

The preliminary management plan is currently available for review and comment for a 60-day period. After reviewing the document, we want to know what you think about the management direction for Uxbridge Urban Provincial Park.

Other Public Consultation Opportunities

The ministry will be mailing Indigenous communities, provincial and regional stakeholders, and the local community directly to advise them of the release of the preliminary management plan.
