Bulletin summary

The Government of Ontario is committed to protecting Ontario by cutting red tape to save people and businesses time and money and to support better services and a stronger economy. In alignment with this commitment, the Minister of Red Tape Reduction (MRTR) has introduced Bill 46, Protect Ontario by Cutting Red Tape Act, 2025. Follow this notice

Why consultation isn't required

The proposed Protect Ontario by Cutting Red Tape Act, 2025 is a package of legislative changes led by Ministry of Red Tape Reduction (MRTR). MRTR is not a prescribed ministry subject to the Environmental Bill of Rights and is using the Registry to share information with the public. 

Proposed amendments within the bill are from 12 (twelve) ministries that are responsible for evaluating their individual legislative proposals and amendments against the public consultation requirements of the Environmental Bill of Rights. Where there is potential for an environmental impact, the responsible ministry has completed a proposal notice which has been posted on the environmental registry.  

MRTR’s bulletin notice contains a summary of these proposal notices for informational purposes only.  

There are proposals in this Bill that do not have significant impact on the environment but may impact businesses. Opportunities to comment on these additional proposals are available on Ontario’s Regulatory Registry

The Bill, if passed, would build on the government’s previous burden reduction initiatives and its commitment to cutting red tape to save people and businesses time and money and to support better services and a stronger economy.

Summary of amendment(s) English:   

We are proposing to amend the Resource Recovery and Circular Economy Act, 2016. These changes would enable Ontario’s producer responsibility framework to be more responsive to the needs of business and allow government to assess the effectiveness of any future changes to the framework.

Crown Forest Sustainability Act 

Title of Notice: 

Proposed Amendments to the Crown Forest Sustainability Act to Streamline Permits to Remove Forest Resources  

Summary of amendment(s) English:   

The Ministry of Natural Resources is proposing to amend the CFSA to increase efficiencies associated with removing forest resources (e.g., trees) for non-forestry purposes (e.g., roads, mining, utility corridors).  
 
Currently, these types of development projects are required to obtain a permit from the ministry to remove forest resources. We are proposing changes to the CFSA that would enable the ministry to develop a new, more efficient ‘rules in regulation’ approach that could be used in some circumstances. This will make the process easier for industry.  
 
Future regulatory development will be necessary to enable the removal of forest resources. If the regulations are environmentally significant, they will be posted on the Environmental Registry of Ontario for consultation.
