The director has amended Certificate of Property Use No. 6276-CK53B9 that was issued on February 24, 2023, to Schneider Electric Systems Canada Inc. for 345 MacDonald Avenue, Belleville.

The amendment removes specified groundwater monitoring requirements.

Why consultation isn't required

The director has determined that the potential effects of the amendment of this Certificate of Property Use are not considered to be environmentally significant. Therefore, under the Environmental Bill of Rights, consultation is not required.

Bulletin details

Certificate of Property Use (CPU) number 6276-CK53B9 was issued on February 24, 2023, to Schneider Electric Systems Canada Inc. for 345 Macdonald Avenue, Belleville, to ensure the safe development of the property for commercial/industrial use should it be developed in the future.

On August 20, 2025, the Director amended CPU number 6276-CK53B9. The amendment removes the groundwater monitoring requirements specified in condition 4.2 (l) through (r). The director determined it is appropriate to remove these groundwater monitoring requirements given that data from two years of sampling has demonstrated that the contaminants of concern present on the property are stable or decreasing, and do not appear to pose a current or future risk to either onsite or offsite receptors.

The groundwater monitoring requirements were imposed to confirm that no changes to concentrations of the contaminants of concern were occurring at the property and it was expected that the groundwater monitoring requirements would no longer be required if this was confirmed after a minimum of two years of monitoring.

All other aspects of the CPU remain unchanged.
