A decision was made on April 14, 2026 to approve the new Official Plan for the Geographic Townships of Gorham, Ware and the Dawson Road Lots (Lots 1-20), Concession A and B, east of the Kaministiquia River, adopted by the Lakehead Rural Planning Board on November 6, 2025, by By-Law No. 0001-2025 with three (3) modifications. Notice of this decision was issued to the Planning Board on April 15, 2026.
The adopted official plan was reviewed for conformity with the Growth Plan for Northern Ontario, 2011, consistency with the Provincial Planning Statement, 2024, and regard for matters of provincial interest as outlined in Section 2 of the Planning Act.
Three (3) modifications to the Official Plan have been made to reflect Planning Act provisions regarding cultural heritage, human-made hazards, and transportation.
The new official plan, as approved, outlines a comprehensive framework of new and revised policies addressing such matters as growth and development appropriate to the level of services available and the protection of water resources and natural heritage.
Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the new Official Plan of the Geographic Townships of Gorham, Ware and the Dawson Road Lots (Lots 1-20), Concession A and B, east of the Kaministiquia River.
Effects of consultation
No comments were received on the Official Plan in response to the Environmental Registry Proposal.

Proposal details
On November 21, 2025, the Lakehead Rural Planning Board adopted a new official plan for the Townships of Gorham, Ware, and the Dawson Road Lots (Lots 1-20, Concession A and B, east of the Kaministiqua River), by by-law 001-2025. The official plan is now before the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.
The new official plan, if approved, will replace the existing plan, which came into effect in 2013. The new plan will provide guidance and direction for development within this unincorporated area.
The ministry will review the matter for consistency with the Provincial Planning Statement, 2024, and conformity with the Growth Plan for Northern Ontario, 2011 and matters of provincial interest as expressed in the Planning Act. All feedback received will be considered before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision.
As set out in subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal.
