The Ministry received feedback on proposed updates to the Projection Methodology Guideline (PMG) to support implementation of the Provincial Planning Statement (PPS), 2024 policies related to growth forecasts and land needs. We are amending Ontario’s Greenhouse Gas (GHG) Reporting Requirements under the Greenhouse Gas Emissions: Quantification, Reporting and Verification regulation (O. Reg. 390/18) and the incorporated Guideline. The amendments will reduce unnecessary costs and regulatory burden for affected reporters.

The government brought into force a regulation under the Planning Act that authorizes landowners to stipulate that pay-on-demand surety bonds are to be used to secure municipal obligations that are conditions of land-use planning approvals. A wider acceptance of pay-on-demand surety bonds may help homebuilders to free up funds for housing projects.

The Minister has issued a new market-based LNA Methodology for the Greater Golden Horseshoe (2020) which supports implementation of A Place to Grow (“the Plan”). This sets out how upper- and single-tier municipalities in the Greater Golden Horseshoe will determine the amount of land they require to accommodate forecasted growth to the Plan horizon.
To address the need for better affordable housing choices, the Promoting Affordable Housing Act, 2016 proposed amendments to the Planning Act that would enable municipalities to use inclusionary zoning through the land-use planning system. Based on input received on this proposal, matters were considered for regulatory proposals.
