We are no longer considering the Administrative Penalties Guideline as it informed a regulation made under the Climate Change Mitigation and Low-carbon Economy Act, 2016 (CCMLEA) which was revoked when the CCMLEA was repealed.
We are sharing principles to guide policy development of the EPS program to meet the updated federal benchmark for 2023-2030. The Ministry of Transportation has decided to no longer proceed with the following proposed e-bike amendments. At this time, the Ministry is proposing to create regulation making authority under the Highway Traffic Act to allow for e-bikes to be categorized into distinct classes with specific operator and vehicle safety requirements.

The ministry is no longer pursuing this proposal. The actions in this proposal, as well as the comments and feedback received were considered in the drafting of the current government’s Made-in-Ontario Environment Plan, which outlines proposed actions and commitments to help strengthen the province’s resilience to the impacts of climate change.
Increased quantities of leaf and yard (L&Y) waste have resulted due to more people working remotely and doing more yard work as a result of the COVID-19 pandemic, the ministry issued an emergency approval to the company at their Richmond Hill location to allow a temporary annual increase of 8,000 tonnes of L&Y waste for the year 2020 only.
