Here are my concerns about the proposed amendment to the Environmental Compliance Approval (ECA) for GFL Environmental Inc.'s Stoney Creek landfill, specifically regarding the construction of a new Leachate Treatment System (LTS) to replace the existing one.

Odour Mitigation Measures:

While the primary purpose of the new LTS is to remove odour from the leachate collected through the leachate collection system prior to discharge to the sanitary sewer network, residents have consistently reported strong, unpleasant odours emanating from the facility. These odours, often described as resembling rotten eggs, have significantly impacted the quality of life for nearby residents. I urge the Ministry to ensure that the new LTS incorporates state-of-the-art odour control technologies and that GFL Environmental Inc. is held accountable for any odour emissions exceeding acceptable thresholds.

Air Quality Monitoring:

Given the persistent odour issues and the potential health implications, I strongly recommend the installation of continuous air quality monitoring stations around all sides of the landfill property. Monitoring parameters should include nitrogen oxides, ammonia, particulate matter (PM2.5/PM10), total reduced sulfur (TRS), and ozone. This data should be made publicly accessible to ensure transparency and to provide residents with confidence that the facility is operating within environmental standards.

Community Engagement and Transparency:

Residents have expressed frustration over the lack of effective communication and transparency from GFL Environmental Inc. regarding the facility's operations and the proposed changes. I request that the Ministry facilitate regular community meetings and ensure that all relevant information is readily accessible to the public. This will help build trust and ensure that residents are informed and involved in decisions that affect their health and well-being.

Enforcement and Compliance:

There have been previous instances where GFL Environmental Inc. has been fined for odour violations. It is crucial that the Ministry enforces strict compliance with all environmental regulations and takes swift action in response to any future violations. Regular inspections and prompt enforcement actions will help deter non-compliance and protect the community.
