I am against the current urban boundary submission for several reasons. I have included a comprehensive, detailed report, along with links to support my reasoning.

Please note that when the land situated at 4337 was stripped from the process, the Town of Fort Erie and the Region of Niagara implied that the land was removed because of density targets having been met and that the transportation master plan needed to be updated to 2051.

However, land at Buffalo Road and Nigh Road, Town of Fort Erie, which nearly matches the same area that had been removed, was now included in the urban boundary at the 11th hour, and it contains a dense amount of trees, as opposed to land that could be easily converted to a subdivision. So the reasoning with the density target being met was never really an issue.

Furthermore, the transportation and density target issues seemed to have only affected land that borders the Horse and Pony Rescue to the West of the property. Land that was acquired literally 6 months prior by a developer to the East of the Horse and Pony Rescue was included in the urban boundary expansion.

The Town of Fort Erie's final recommendations back in May 2021 suggested that the land on 4337 and 4269 Michener Road were priority one for future expansion, which was then followed up by Regional Staff recommending the lands as of December 21, 2021.

The disconnect occurred after a Statutory Public Meeting on April 28, 2022, when the tenant from the Horse and Pony Rescue made a presentation to council requesting that the land they "rent" not be included in the urban expansion. The tenant also had a petition of signatures.

I believe that the Town of Fort Erie and the Region of Niagara were not prepared to move forward, knowing that they would endure some potential backlash, even though the land was recommended by Regional Staff and listed as Priority #1 from the Town of Fort Erie.

I can not endorse this plan because the Town of Fort Erie and the Region of Niagara, at the time, did not put their best land forward and ultimately gave in to a group which is not even the owner of the property they utilize.

I will only endorse this current plan if the property that was formerly listed as Priority #1 by the Town of Fort Erie and recommended by Regional Staff members (Senior Planners) gets reinstated.

There are avenues for the Town of Fort Erie to obtain funding from the Province of Ontario to assist with the transportation issue if required.
