I am writing as a member of the public regarding this proposal.

This notice covers collection and discharge of stormwater from the proposed facility to a roadside ditch along Bloomfield Road, which ultimately drains to the Thames River.

Given that the site will store and process large volumes of organic waste and industrial wastewater, the protection of this discharge pathway is a significant public concern.

I request that the Ministry require, as conditions of approval:

(1) containment and spill-prevention measures designed so that a tank failure, overflow, or process upset cannot reach the stormwater pond or the roadside ditch untreated;

(2) water quality monitoring of the stormwater discharge, with parameters and limits appropriate to the Thames River as a receiving water, and public reporting of results;

(3) a clear separation between the facility's industrial wastewater stream and its stormwater stream, with documented assurance that organic or process water cannot enter the stormwater system;

(4) a defined response and reporting protocol for any exceedance or release.

I ask that these conditions be enforceable and that monitoring results be made publicly available.
