The keep limits for a sporting license are far too high to promote responsible harvest. Through observation, most fish harvested through sport fishing ends up in people's freezers, then after some time they end up in the trash. While this is already illegal, it is very widely done.
Reduce the keep limits of fish, and put in mandatory slot sizes for all species to preserve juvenile and large fish. Many people keep the 'big ones' as they are a prized catch, removing these fish from the ecosystem can remove the 'big fish' genes from any particular water body. If one of purposes of the plan is to increase angling opportunities and the economy around sport fishing, these fish should be protected as they are the draw for many anglers who travel to fish. Nobody spends good money on a trip to fish for medium sized fish that have been picked-over by anglers who harvest.
Also, consider far more catch & release only areas for all species to increased the shared opportunity in angling. A fish on a plate (or freezer burnt) is not worth nearly as much as it is swimming, being able to be caught by future anglers.
