If you would like to get serious about reducing the risk of spreading invasive species, disease, etc. then I would commit to complete ban on use of live bait in Ontario. Many other jurisdictions either have this ban in effect or are moving in this direction. Risking future environmental and economic damages from the spread of invasives is probably greater than the economic impact of eliminating live bait industry in the present.
