Quick comment as per e-bikes in that e-bikes are being used as a form of transportation and not just rec and as such e-bike laws should be based on a e-bike being used as a green environmentally form of transportation.
Also we should look into the possibility of adopting the USA laws in allowing ebikes to be powered up to 750 wats in power and possibly require that higher speed e-bikes require motorcycle type tires for safety at higher speeds. As for a higher speed e-bikes they should be able to go fast enough to keep up with traffic so not sure but any ware from 40KMh to 50KMH. This is not a requirement but should be looked into as having a e-bike as a green form of transportation.
Another option is to possibly have a higher speed e-bikes say 50KMh require a special e-bike license that is easy to get but based on registering that a driver of such high speed e-bike say similar to a moped will be driven safely.
Another option would be to research a class of e-bikes with foot pegs as apposed to peddles for separate class of e-bikes.
One major issue that has been commented a lot is that a e-bike at 32KMh slows down car traffic on single lane streets. The only way I see that elevated would to to increase the max allowable speed for e-bikes but wonder if higher allowable e-bike speeds with make this situation better. I guess that there should be a study to see how safe lighter e-bikes possibly requiring motor cycle like tires can be and push the requirement to the max where a e-bike can be operated safely.
Bottom line will be how can we integrate e-bikes as a form of transportation and not just recitational usage.
