As a cyclist who cycles for pleasure, charity rides and for commuting, I would like the Type 1 definition modified. I believe that Type 1 should NOT allow throttles but depend solely on the pedal action to activate the motor. I don't believe that Type 1 should exclude compact folding bikes whose wheel diameter may be smaller than 350mm, maybe 300mm would be a better measurement.
I believe that a modified license should be the minimum for operating either a Type 2 or Type 3 e-bike. This license may require only a written test although I'm not opposed to a testing scenario whereby the examiner asks the potential licensee to ride around the block. I also believe that this license may be available to those 14yr and older for Type 2 or 16yr and older for Type 3. Type 3 are more likely to travel within a traffic lane and as such, greater responsibility of the operator should be required.
Perhaps outside the scope of this proposal, I believe that Type 1 bikes may have the same "rights" as regular bikes: allowed to use bike lanes, allowed to cross intersections by cycling on crossbike "lanes", and any other current cycling infrastructure etc. However, I believe that Type 2 and 3 should not have the same rights as a regular bike and are not allowed use bike lanes, crossbikes (unless walked), and must travel within the main traffic lanes, even if at the side of them (but not within bike lanes) nor allowed within any other cycling infrastructure.
