I support the change in defining the different classes of e-bikes. I do not support the lack of a need for licensing, insurance and registration I think there is a double standard for the same type of transportation. defining a mode of transportation by its power source for those purposes is wrong. If the vehicle is to be on the road with other users it should have to follow the same rules. I think that if a vehicle can be moved under its own power( no pedal assistance) then it should have to meet the same requirements as a internal combustion vehicle, just as electric cars do. The user should have to show a minimum level of competency (licensing) and be able to be held account able for infractions, the user should also have to have insurance in the event that there is a collision. All other users of the public roadways are required to due so and so should electric vehicles. I am also not in favor of not requiring helmets on bicycle type e bikes. 32km regardless of the type of vehicle is more than enough to cause serious injury or death and I believe the government is being careless in its choice not to make them mandatory.
