The new areas which the Province has designated in Ottawa for residential development have not been previously identified by the municipality for good reasons - usually either protection of farmland or lack of urban infrastructure. It makes no sense to allow new suburban residential development when municipalities cannot afford to service these developments - either new services or maintenance of existing ones. Property taxes on residential development never cover costs to the municipality. Development charges are not just an add-on to homeowners, but protect residents, including low-income residents, in existing built-up areas from extortionate property tax increases from which they receive no benefit.
