In principle, I agree with the ideas set out in this proposal. However, I am concerned that this policy does not adequately consider the need for sewage upgrades in municipalities. This proposal will enable additional residential units in already serviced areas - that is, where sewage infrastructure was already built, to the expected capacity of the neighbourhood. This proposal enables property owners to increase the number of people living in the neighbourhood, which would increase the quantity of wastewater production in that same neighbourhood - without the approval of the municipality, therefore removing the municipality's ability to control the rate at which new ARUs are established, or in which neighbourhoods. Municipalities are already facing challenges with their aging sewage systems being unable to scale to the needs of additional housing. Without appropriate investment by the province in sewage infrastructure expansion, I think this proposal is creating an issue that will block up the pipes in the future. Coupled with increased investment in sewage infrastructure, this is a great idea.
