This is a great idea to get unclaimed tags in the 2nd round to hunters however I don't think you should be punished by losing your points if you chose not to claim your tag. Say a group goes unsuccessful in the first round so they apply again in the 2nd and get 2 more tags and only want one the other successful applicants shouldn't forfeit their points for trying to maximize their chances of success
