I have hunted moose in Ontario for 45 years.
I and retired from working for MNR for 35 years in wildlife enforcement.
Moose hunting to me and other hunters is a social activity which has long history of tradition. Group size varies but generally one moose tag will suffice.
You are suggesting that in the second allocation, first choice , that if a hunter is successful he or she will loose their points for an unclaimed tag. I do not agree with this. If the party was to draw two tags and only want one, that hunter who didn’t claim the tag would loose his points therefore it would effect future tag outcomes in the group. It would also force the party to claim both tags and deny a tag to other hunters or groups. It would also put uncalled financial burden on the group by having to buy the second tag.
I agree with having a third allocation process and getting the unclaimed tags out to the hunters and money into the Fish and Wildlife account. However the third allocation should not be a telephone call. It is unfair to the hunter but easiest for the MNR to administer.
