Although this new proposal is better for individual moose hunters, it further complicates the dynamic of groups trying to navigate the system whereby they get one tag (and only one is warranted),w/o sacrificing the points of 2or more individuals in the group! Under the current system if 2 individuals say in a group of 4 hunters draw 2 tags on the 2 nd chance draw, then only one individual claims a tag and the 2nd individual does not, but this person still retains his points for the following year.
