As residents of the better hunting, remote WMUs (in my case 21A) we should be afforded more opportunities to hunt regardless of this points based system. A specific, large amount of tags should be set aside for the residents of each WMU to be purchased (say 70% of that WMU allocation). The amounts should be high enough to deter any casual hunters, so for example $200 for a calf $350 for a cow and $500 for a bull. These should be sold on a first come first serve basis to people pre-registered in their home WMU. Sell these tags in May or June. Whatever, if any, is left can be added to the remaining 30% allocation to be awarded based on the points based allocations to allow out of area hunters to still bring in the "economic benefit" we hear they provide.
Residents of these remote WMUs work critical jobs in forestry and mining sectors and ever a minor attractant like the ability to be guaranteed a moose tag could go a long way in attracting people to remote communities. Finally, as someone who hunts by himself, if I don't "win" a tag in this lottery I cannot hunt that year which is very unfair as we all should have a right to hunt.
