Cap-and-trade is one of the two most efficient ways to reduce carbon emissions, so the rationale for eliminating it is unclear. In the absence of a new mechanism, it seems premature to cancel the program. Go ahead and study what a replacement might look like, and have the details ready, and the program ready to roll out, before cancelling the existing program. As the UN tells us, dramatic and definite action is needed immediately, and we all need to take some responsibility.
